Neighborhood Watches Do Work... If You Communicate

Neighborhood Watches Do Work... If You Communicate

MAY 22, 2008

After a rash of shootings in the San Fernando Valley that left eight injured and two dead within four hours on Tuesday night, the Daily News mentions that Councilman Richard Alarcon and Councilwoman Wendy Greuel, who represent parts of the East Valley, "are doubling efforts to build Neighborhood Watch programs."

In Greuel's district, many watch programs have been forming over the last year. Last Friday night, a group of residents in East Sherman Oaks gathered at one neighbor's yard to meet with the LAPD Senior Lead Officer for the area to discuss the recent crime activity and to reactive the watch. When the officer asked how many people had their car broken into during the time they lived there, most of the 40 or so attendees raised their hands.

The questions and comments from the residents were amazing. Amazing as in numerous statements from cul-de-sac homes who say drug deals or otherwise sketchy activities are taking place outside their window. The theme of the night easily became that people need to inform the police of what was happening in their neighborhood -- to not be hesitant to pick up the phone and either call non-emergency or 911, depending on the situation. Communication is key, otherwise, you get more of what happened earlier this year when a man was stabbed, left on the street crying for help as neighbors ignored him, thinking he was just another homeless crazy.

Man on Shooting Spree in North Hollywood, Arrested

Los Angeles: On Tuesday, May 20, 2008, police arrested Avetis Vartanyan, 24, the man responsible for going on a shooting spree in North Hollywood that left two people dead.

Just before 7 p.m., police received reports of a shooting in the 12000 block of Oxnard Street. When they arrived, they found the body of Artak Karamyan, 28, who suffered a fatal gunshot wound to his chest. Moments later, another patrol unit was dispatched to a second related shooting call near Vanowen Street and Coldwater Canyon Boulevard where they discovered another victim identified as Paylak Harutyunyan, 29, fatally shot.

After the shooting, Vartanyan was seen fleeing from the scene. Officers and a police dog searched the area and later took him into custody.

A dispute that involved both victims and a group of men was believed to be the motive for the shooting, a detective said.

Police searched the area for the murder weapon and recovered a pistol that Vartanyan had hidden in the yard of a home. A second handgun was also found inside a vehicle abandoned at the crime scene.

Vartanyan was charged with murder. His bail was set at $1,000,000.

On May 21, 2008, investigators served search warrants at three different locations throughout the San Fernando Valley. They confiscated three SKS assault rifles, two shotguns, one bolt-action rifle, three handguns, one bulletproof vest, and a large quantity of ammunition. The investigation is continuing and additional leads are being followed in an effort to identify and locate outstanding suspects involved in these two murders.

Anyone with additional information regarding this shooting is urged to call North Hollywood Area Homicide Detectives Martin Pinner or Jose Calzadillas at 818-623-4075. During off-hours, or on weekends, calls may be directed to the 24-hour toll free number at 1-877-LAWFULL (529-3855).

Valley Readies for Hot, Violent Summer

Valley Readies for Hot, Violent Summer
THURSDAY, MAY 22, 2008

After a particularly violent night on Tuesday, police have stepped up their patrols in North Hollywood and the Northeast Valley, where a total of six shootings took place.

And how do our council memebers react to the escalation in violence? Why, by asking the mayor for more money to fund their gang intervention programs, that's how.

From the horse's mouth - http://www.lacity.org/council/cd7/ via the DN:

"We are anticipating a hot summer, and things happen when it gets above 100 degrees," said Councilman Richard Alarcon, whose district includes Pacoima, where two shootings Tuesday left three wounded. Alarcon said he is pushing Mayor Antonio Villaraigosa to speed up the funding of intervention programs in the area before summer. Both Alarcon and Councilwoman Wendy Greuel, who represents North Hollywood, are doubling efforts to build Neighborhood Watch programs.

The brazen gun attacks started in Northridge about 6 p.m Tuesday, when a gray SUV with four men inside pulled alongside a 16-year-old boy walking near Wilbur Avenue and Parthenia Street. The boy told police he struggled with one of the men, who stepped out of the car and pointed a pistol at him, while another person emerged from the car and shot him with a shotgun.

An hour later, a fight broke out among nearly a dozen Armenian men outside a restaurant at Whitsett Avenue and Oxnard Street. The men appeared to have been arguing, police said, when a number of them pulled out guns and fired off more than 20 shots. An Armenian male identified as Artak Karamyan, 28, died at the scene. Police said a car-to-car gunbattle ensued, and the body of Paylak Harutyunyan, 29, was dumped at Coldwater Canyon Avenue and Vanowen Street.

The DN has a map and a timeline of the violence that errupted Tuesday night in North Hollywood, Northridge, Sylmar and Arleta.

Valley Shootings Leaves 2 Dead, 8 Wounded

Within four hours last night, two people were shot dead and another eight were injured in a spree of gun violence that went from Northridge to North Hollywood to Sylmar, the Daily News is reporting.

It began in Northridge between 6:00 p.m. and 7:00 p.m. where one 16-year-old boy was shot, but survived with non-life threatening injuries. Then one hour later, two men were shot and killed in related cases on Coldwater Canyon: one man at Whitsett and Oxnard near Los Angeles City College and another at Coldwater Canyon and Vanowen. One suspect was caught as police investigated these scenes.

At 8:30 p.m., four young men were shot and injured as they were getting into a car, three of them are reported to be fine -- the fourth's condition is still unknown. At 9:45 p.m., two black men were shot with non-life threatening injuries by Latinos in Pacoima. Then at 10:15 p.m., one Latino man was shot by four Latinos from a car in Sylmar.

Details have not been released on all these shootings, but it does not appear all ten of them are specifically related at this time. At least two are gang related, according to the Associated Press.
